Marx advocates nothing in this passage. It is exclusively analytical.

There are two ways of misunderstanding material like this. The first is to regard Marx as a reformist writing some sort of government report. The second is to regard Marx as a modern programmatic leftist where program becomes a way of understanding reality (most obvious examples being CPGB, Sparts and Workers Power).

For revolutionaries or indeed any materialist, truth is independent of action.

If you want Marx's politics on slavery then look at his writings on the American civil war.

By the way I'm interested in the context of this quote. Could you provide a reference?
